I dunno, girls can say another girl looks fine or whatever yet no one cares but when a guy says something similar like that about another guy his sexual preference is the first thing to come to mind.
And Leon's design is no surprise to me. When RE2 first came out so many people said he looked like Leonard Dicaprio. So it's kinda obvious there was some intention to make him look like a "pretty boy" as some would say. Meaning he was meant to attract girls' attention.
